Parker's big $7B budget: More shelter beds and new taxes on deliveries, ride shares

Mayor Cherelle Parker's proposed $7B budget aims to address Philadelphia's homelessness epidemic and increase spending by approximately 1.8% over the previous year. The proposal includes a proposal to raise the hotel tax by 2%, bringing the city's total to 17.5%, raising roughly $20 million annually. A new 20-cent-per-ride fee would be placed on trips originating in Philly on Uber, Lyft, and other ride share services, and retail delivery fees from companies like Gopuff and Amazon. The revenues from this tax ($9.6 million annually) would be earmarked for the city’s school district. However, property taxes will remain flat for another year due to resumed property reassessments.
