UK defense spending has been criticised by former Prime Minister Tony Blair's first administration and later the 10th secretary-general of NATO, George Robertson. Robertson accused the government of "corrosive complacency" towards defense and criticised the lack of a 10-year plan to fund it. He noted that Britain spends five times as much on welfare as it does on defense, and warned that a modest increase in defence spending could have avoided a war. The World Bank has reported a £28 billion funding shortfall over the next decade, and there is suspicion among defense chiefs that the Treasury dislikes handing money to the Ministry of Defense due to procurement mishaps. The lack of funds has led to decreased personnel numbers and poor recruitment, retention and morale among service personnel.
