NFL's response to Florida A.G. explains that its diversity policies do not compel hiring decisions

The NFL has responded to Florida attorney general James Uthmeier's criticism of its diversity policies, stating that its policies do not mandate hiring decisions. A four-page letter from NFL general counsel Ted Ullyot stated that the league does not permit the consideration of race, sex, or any other legally protected characteristic in any hiring or employment actions. The Rooney Rule, which operates solely in the interview process, does not prevent a club from interviewing any candidate. However, the NFL believes its policies require a broad search and do not infringe on the ability of individual teams to hire whoever they choose.
