Man arrested for DUI after hitting 3-year-old running on Florida beach

A Florida man, 36-year-old Brock Winkler, has been arrested on suspicion of DUI after he allegedly hit a 3-year old child while driving on a beach. The child was hit with a concussion and a hairline cervical spine fracture, but these injuries did not require surgery. The driver allegedly smelled of alcohol and failed field sobriety tests.
