California gubernatorial candidate Matt Mahan visited the Tijuana River sewage crisis during a visit to the South Bay, where he said he would declare a state of emergency if elected. Mahan, the mayor of San Jose, is the latest Democrat to announce a run for governor and is polling around 3%. He was joined by San Diego County Supervisor Paloma Aguirre, who has invited gubernatorial candidates to take state action. Despite the sewage crisis going on for decades, "it has never been this bad," Aguirle said.
