‘Bombshell’ disclosures on State Police sergeant upend Phan murder retrial

The murder retrial of the Phan brothers, Billy, Billoeum and Channa Phan, was halted when a judge halted jury selection and released the 12 jurors already seated due to new information about Sgt. Scott Quigley, a State Police detective assigned to the Middlesex District Attorney’s Office and one of the key investigators in the case. The judge ruled that the trial could not proceed until the court and attorneys had access to records related to Quegley, who is accused of causing a fatal 2023 crash with alcohol in his system. The incident, which led to a wrongful-death lawsuit in Essex County, was revealed to have led to the death of 37-year-old Angelo Schettino, who died from his injuries in 2024.
