Texas Sen. Ted Cruz has joined Republicans and Democrats in efforts to ban the use of non-disclosure agreements (NDAs) to silence victims of sexual abuse. This comes after Elizabeth Carlock Phillips' brother, Trey Carlock, committed suicide after settling a civil lawsuit against a Missouri children’s camp over the abuse he suffered as a child. The movement began in Dallas in 2025 with Carlock's Law, which voids the uses of NDAs in civil cases involving sexual abuse and trafficking, which applies regardless of the age of the victim at the time of the abuse. Meanwhile, Cruz is working with Republican Sens. Katie Britt of Alabama, Eric Schmitt of Missouri, and Democratic Sens. Kirsten Gillibrand of New York, Amy Klobuchar of Minnesota and Peter Welch of Vermont to pass a federal Trey's Law.
