Murat Cicek, a 48-year-old Turkish national, died in a holding cell at Takao Police Station after his body temperature dropped to severe hypothermic levels. Ciceik was arrested on June 25 for violating the Immigration Control Act after causing a single-vehicle accident and failing to produce a passport or residence card. Despite initially declaring no medical issues, his health rapidly deteriorated and he was sent to a local clinic for an examination, which diagnosed him with suspected acute appendicitis but deemed it unnecessary. His body temperature began to decline and he complained to guards that he felt "hot" despite a non-contact thermometer reading a severely hypotheric 34.1 degrees Celsius. Cicesk was rushed to a nearby hospital where he was pronounced dead on July 2. The Tokyo Metropolitan Police (MPD) admitted to having no established protocol for handling a suspect suffering from sudden hypothermia.
