The Chicago Bears stadium legislation passed in the Illinois House, but may need to address concerns in the Senate. The legislation would allow the team to build a new $2 billion stadium on the site of the former Arlington International Racecourse. The Bears have called for changes to the bill, while the Chicago Teachers Union and the taxpayer group Americans for Prosperity are critical of it. The biggest change in the legislation is a requirement that half of any special payments made by the team would go to state and local homeowners for property tax relief, which could make such a deal financially impossible for local schools and other governmental units. Critics argue that the bill does not go far enough to allow schools to capture the growth in the value of the new development, while others argue that it puts ultra-wealthy developers ahead of taxpayers. The bill now goes to the state Senate.
