Toms River, New Jersey, has been unable to approve two ordinances to amend its land use and zoning regulations as part of a settlement to meet its fourth round affordable housing obligations under the Mount Laurel doctrine. The ordinances were met with mixed responses, with some arguing that they would significantly impact traffic. The settlement includes extending deed restrictions on some existing properties and maintaining affordable housing units for another 30 years. However, Toms River is still required to build about 183 new units. The most contentious part of the meeting was a public hearing on the first ordinance, which included the creation of a multifamily housing zone on two parcels near Lake Ridge. The second ordinance would create a multifrative housing overlay on two properties Toms owns on Route 9. The meeting was livestreamed until public comment was halted, with the recording being removed from public view.
