Deputies from the El Paso County Sheriff's Office were investigating illegal dumping in a desert area on March 12, 2026. They found a 45-year-old man actively disposing of trash on a dirt roadway near the intersection of Amherst Street and Horizon Boulevard. The man was identified as Chesman Morales and was taken into custody on a charge of illegal dumping. It is illegal to dispose of solid or hazardous waste in vacant lots and other non-permitted areas.
