Roper: Why Minneapolis’ dreams for former Kmart site could take decades to materialize

Minneapolis plans to reopen Nicollet Avenue at Lake Street this year, marking the anniversary of the city's decision to install a Kmart in the middle of the thoroughfare. However, this decision could be a setback as the city has been unable to attract developers to its vision for the former Kmart site. A new plan suggests that the 10-acre site could become a dense micro-neighborhood with over 600 affordable and market-rate apartments, townhouses, artfully designed public spaces, retail shops, and a grocery store. The area has been plagued by rampant drug activity and ongoing homelessness, mental health issues. The city's current market conditions have led planners to measure progress in decades. The proposal for affordable housing on a sliver of the site may be the last development there for a while due to market conditions.
