Boulder City Council is set to vote on a proposal to allow restaurants to pay tipped workers less than the city's standard minimum wage starting in 2027. The proposal includes a small increase, raising the tip offset to $3.27 in 2026, then indexing it to inflation, and a larger increase to $4.63, or 20% of the city’s minimum wage, while freezing tipped workers’ base wage at $13.80 through 2028. The city and county of Boulder, Denver, and Edgewater are the only Colorado municipalities with minimum wages above the state's. Restaurants and business groups have urged council to increase the tip offsets, with some warning that local restaurants would be forced to close if wages continue to rise.
