A man is seriously injured and another is facing charges in Westmoreland County after an incident involving "horseplay". The victim and another man, Jake Stepansky, reportedly had been roughhousing when the victim hit his head. Police found a pool of blood on the asphalt in an alley behind a home and Stepansky put the victim in a chokehold, causing him to fall unconscious. The victim was taken to a local hospital and is currently in critical condition.
