Top Senate Republicans are united behind a plan to reopen the Department of Homeland Security (DHS) without Democrats. The plan includes funding DHS all except a small portion of the immigration enforcement budget, a concession to Democrats, and passing a partisan bill without Democratic votes to fund the rest of the Immigration and Customs Enforcement agency. This plan has not yet been accepted by Democrats. If Senate Democrats agree, this could put Congress on a path to ending the nearly 40-day shutdown of DHS. The funding deal still needs to go to the House, where GOP leaders must navigate a tight majority.
