Gov. Janet Spanberger has proposed significant changes to more than 100 bills in her first review process, including changes to marijuana sales, paid sick leave, unions, and guns. The changes suggest that even with full Democratic control of the statehouse, Spanberger is governing like a legislator. She proposed a petition process for those previously convicted of marijuana-related offenses, pushing the start of sales from January 1 to July 1, 2027, and limiting eligibility limits and restrictions on paid family leave legislation. Additionally, she proposed stripping the enforcement portion of the bill on legislation limiting where ICE agents can make arrests without a warrant.
