The German chancellor had suggested that Washington was being "humiliated" by Iran amid the closure of the Strait of Hormuz, which was condemned by Trump. Crow stated that the decision was made based on an emotional reaction from Merz and that any troop movements should be made in the best interest of the United States. He also highlighted a law passed by both the House and Senate that restricts troop reductions below this threshold for more than 45 days without submitting a formal assessment and certifying that the reduction does not harm U.S. or NATO security interests.
