As state funding growth slows and a proposed constitutional amendment threatens to eliminate property taxes, school districts across Ohio may increasingly rely on local tax measures, including income taxes. Five school districts in Cuyahoga County are asking voters for new revenue through property taxes or income taxes, a combination of both. These requests mirror a broader trend as districts face tighter budgets and fewer options to replace local funding. For the first time, Parma and Independence are seeking voters to approve earned-income taxes, which apply only to wages and not Social Security or investment income. Other districts, including Lakewood, Solon and Strongsville, are sticking with property taxes due to ongoing operating needs or aging school buildings. State funding accounts for about 42% of school revenue statewide, but ranges from 11% to 29% among the local districts.
