House Republicans are working towards a last-minute compromise to extend the nation's foreign spy powers for five years, adding in a warrant requirement and enhanced criminal penalties for violations. The deal is set to be finalised in the House, with the House set to amend the procedural rule and pass it through the night. This comes as Congress is trying to reauthorize Section 702 of the Foreign Intelligence Surveillance Act before it expires on Monday.
