Anagram International, an international company that packages Disney balloons, has cut nearly $3 million of business from work programs at Minnesota prisons due to a pay dispute. The company employed over 700 people to package balloons through Minncor Industries, a Department of Corrections enterprise that contracts with private businesses for subminimum wage incarcerated labor. The decision will result in approximately 600 fewer hours for inmates at correctional sites in Faribault, Shakopee, Stillwater, and Oak Park Heights. Anagram attributed its decision to several factors including excess inventory, shifts toward overseas production, and decreased customer relationships. Advocates have urged Disney to renegotiate its contract with MinnCor so incarcerated Minnesota workers would earn at least state minimum wage.
