Browns ask NFL to allow draft-pick trades up to 5 years out

The Cleveland Browns have submitted a proposal to the NFL to allow the trading of draft picks up to five years in the future. Currently, the current rule allows only a three-year window for such trades. The proposal would require 24 or more votes from the 32 clubs. The longer trade window would allow for greater roster-building flexibility, more creative trade structures, and more active trade market. The only other regulation-change proposal came from the Pittsburgh Steelers, who want to change the "legal tampering" period at the start of free agency.
