Despite deadly Washington implosion, chemical industry poised to see less government oversight

The Trump administration is considering eliminating funding for the U.S. Chemical Safety and Hazard Investigation Board (RMP) with a 2027 budget request. The RMP has been understaffed and lacks effective oversight, according to former EPA official Rick Engler. The administration has also sought to reverse updates to RMP rules, many of which are set to take effect next year. The changes would require companies to more thoroughly plan for chemical incidents and make it easier for employees to report issues anonymously. The EPA defended the RMP, stating that any facility dealing with hazardous substances already has an obligation to safely manage chemicals, identify hazards and minimize accidental releases under the Clean Air Act. However, an EPA spokesperson stated that there is little research linking RMP rule compliance to reduced accidents.
