Potholes are caused by a freeze-thaw cycle, which causes them to become a void underneath the asphalt surface. The Infrastructure Investment and Jobs Act, which was introduced in 2021, earmarked billions for roads and bridges, should have led governors and mayors to invest more tax dollars in road maintenance. The wisest approach to pothole is resurfacing, which costs more than patching, but it doesn't solve the problem long-term. Hill suggests that Cuyahoga County should use $50 million of Unclaimed Funds to address other pressing issues such as maintaining bridges upright and maintaining roads more urgently.
