Colombia's 2027 Budget Is Short COP 30 Trillion, and the Money Depends on a Tax Reform

Colombia's 2027 budget for COP 575.6 trillion (US$182.7 billion) is short, with COP 30.2 trillion (COP 30.6 billion) - 1.4% of GDP - booked as “contingent income” that only exists if Congress approves a tax reform. This is separate from the 2026 budget, where COP 303 trillion was found to be unfunded. The independent fiscal-rule committee, CARF, projects 2027 spending COP 46 trillion (USD14.6bn) above what the Finance Ministry assumes. The budget is one of the final acts of President Gustavo Petro's administration before power changes hands to president-elect Abelardo de la Espriella on August 7.
