Rubio designates Afghanistan as ‘state sponsor of wrongful detention’

Secretary of State Marco Rubio has designated Afghanistan as a "state sponsor of wrongful detention" and urged the Taliban to release two U.S. citizens he claims are "unjustly detained". The move comes as the Taliban continues to use terrorist tactics, kidnapping individuals for ransom or seeking policy concessions. Rubio also called on the Taliban for the release of Dennis Coyle, Mahmoud Habibi, and all Americans unjustly detained in Afghanistan. Coyle was detained in January of last year without charges by the Taliban's General Directorate of Intelligence and has not been charged with a crime. Habibi was previously Afghanistan’s director of civil aviation and worked for the Kabul-based telecommunications company Asia Consultancy Group.
