Portland man who killed stranger, stomped on woman in random attacks committed to state hospital

A 24-year-old man with schizophrenia has been found guilty except for insanity for killing a stranger and stabbing a man in separate random attacks in 2022. Kalil Clifford Ford was ordered to be committed to the state psychiatric hospital for life due to his mental illness. The judge found that Ford lacked capacity to understand the crimes and ruled that he could not maintain his stability. The victim, Mark Anthony Davis, died at the scene from a single stab wound to the neck. Surveillance video showed Ford stomping on the woman's head and then kicking her without provocation. Ford had previously been charged with fourth-degree assault in the attack, but was not sought longer-term detention due to a misdemeanor assault charge.
