Thaddeus Lutz, a Philadelphia resident, has advocated for stop signs at the site of his late bicyclist friend, Jason Lohr, who was hit by a driver while riding in East Kensington. The city has one of the highest per-capita rates of traffic deaths among big cities in America, a goal for officials who are committed to reducing the problem. A petition started by Lutz has over 1,000 signatures and supports the stop sign cause. The City's Streets Department and PennDOT are conducting a joint study to determine if an all-stop would improve safety at the intersection. However, PennDot has not yet received a formal request from the city for the traffic study.
