Cleveland's new downtown parking system has been confusing for the past three months, with concerns that it could discourage visitors. The city recently raised street parking costs to $1.50 per hour, up from $1., and increased the rate to $3 per hour for up to four hours. The system is also launching special event parking around Huntington Bank Field and the Gateway District near Rocket Arena and Progressive Field.
