This follows President Trump's attempt to end the government shutdown for TSA workers by ordering his Homeland Security secretary to immediately pay their TSA agents. Thune hopes to fund the rest of DHS through the traditional appropriations process, which would allow him to focus his reconciliation efforts on ICE and the Border Patrol. However, Democrats have been reluctant to support law enforcement reforms in exchange for funding the Department.
