Haley also acknowledged the economic difficulties posed by Iranian counterstrikes in the Gulf states and restrictions on the Strait of Hormuz, which is responsible for the global price of crude oil. She also warned that Russia could be a significant winner if the Trump administration loosened sanctions on the sale of Russian oil.
