Making Grand Army Plaza grand: A lost chance for Columbus Circle

The mayor has approved the Department of Transportation's proposal to change the traffic pattern around Soldiers’ and Sailors’ Arch in Grand Army Plaza near Prospect Park in Brooklyn. This move follows a similar effort by Michael Horodniceanu, head of the engineering consulting firm Urbitran, who later led the development of the Second Ave. subway, Grand Central Madison, and the No. 7 extension while president of the MTA’s Capital Construction division. His proposal improved traffic but also opened up almost half of the space for pedestrians. The parks commissioner, Henry Stern, initially agreed with the plan, which would have significantly improved access to the Brooklyn Museum, Prospect Park, and other institutions in the area.
