PatientRightsAdvocate.org is trying to make the contents of the widely used industry billing manual public, arguing it is essential for patients and employers to understand what they're being charged. The AHA argues that the manual's contents tell consumers nothing about the prices they chose to charge for past services or what they would charge today. However, Patient Rights Advocate argues that since government administrators are on the committee that updates the manual, it can't be copyrighted.
