Hennepin County prosecutors have charged an Immigration and Customs Enforcement agent, Gregory Donnell Morgan, Jr., with two counts of felony second-degree assault with a dangerous weapon. The charges were made in February during Operation Metro Surge. Ramsey County is also launching a $320 million development plan aimed at expanding the tax base and reducing the property tax burden on county residents. The plan includes selling off county-owned property for redevelopment and revitalizing downtown St. Paul.
