The company had previously suspended service in San Francisco due to a blackout that left its robotic vehicles dead in the water and unable to navigate the city. The Insurance Institute of Highway Safety has stated that Waymo's vehicles are safer than human drivers and have been involved in 90% fewer crashes resulting in serious injuries.
