The Dallas City Plan Commission has approved a change to a deed restriction on a vacant lot near Bishop Arts District, allowing for a complex with multiple stories. The decision still needs to be considered by the Dallas City Council. The property owner, Rick Garza, has owned the property since 2008 and plans to build a five-story mixed-use complex on the lot. The commission's vote supported the change in a 12-2 vote. If approved, it could pave the way for the complex, which has been planned for over a decade. However, some residents have objected to the potential development, citing several residential homes on the other side of Fouker Street.
