No helmet, no riding: Avon Lake leaders fast-track new e-bike helmet rule for minors

Avon Lake, Ohio, officials have approved an emergency ordinance requiring anyone under 18 to wear a helmet while operating or riding on a Class 1, 2 or 3 e-bike. The helmets must meet standards set by the U.S. Consumer Product Safety Commission or ASTM International. This move comes as warmer weather increases the number of kids riding electric bikes. Councilman David Kos requested that council suspend its usual three-reading requirement, noting that the ordinance was only on second reading and the next meeting was still weeks away. The city is also exploring ways to pair enforcement with outreach, including possible training programs and incentives such as free helmets.
