The Kiel Institute for the World Economy found that Americans paid for almost all of the costs incurred by the tariffs, which were ruled unlawful by the Supreme Court in February. If Democrats retake control of the House next year, Jeffries said they would ensure Americans are reimbursed for any tariff costs they endured.
