A woman in Howland, Ohio, is facing charges for leaving her dog outside in below-freezing weather. The incident occurred about 12:30 a.m. January 24 at a home on Brookwood Street NE. Police found a dog chained to the porch, visibly cold, shaking, and a dog that was limping due to his coldness. While officers were at the back door, a woman identified as Tara Hulvalchick let the dog into the front door.
