A housing fund started with money from a breakfast. Advocates say it needs a bigger boost

The Affordable Housing Trust Fund, established in 1992, has been a key source of funding for low-income housing in Kentucky, providing over $48 million in loans and $118 million in grants since 1994 to build affordable housing across the state. Advocates and nonprofit builders argue that the fund is inadequate due to a worsening housing shortage in Kentucky's largest cities and rural communities. A study by the Kentucky Housing Corporation predicts that the state's housing shortage will grow to more than 287,000 housing units across Kentucky by 2029 if no action is taken. Efforts by nonprofit builders and advocates to increase the fund have largely failed, with calls from the GOP-controlled state legislature largely ignored. The fund provides loans or grants to primarily nonprofit builders for projects such as repairing existing homes or building new homes on higher ground out of the floodplain.
