Toledo police have arrested four people in connection with a brutal beating on a 63-year-old homeless man. The incident was caught on camera and was witnessed by 13 Action News. The arrests were made thanks to Crime Stopper tips and a determination by the public that no one could get away with this kind of violence. Three juveniles have also been taken into custody, all of whom are charged with assault. Police are unsure whether this incident rises to the level of a hate crime.
