Portland avoids layoffs with four teacher furlough days

The city of Portland, Oregon, will cut four days from its schedule this year, allowing it to avoid potential layoffs and help to address a $14 million deficit. The deal was reached with the help of the teachers union. The typical public school in the state is in session for an average of 165 days per year, compared to about 180 days for the national average.
