Report highlights Diversion Center’s impact as Cuyahoga County weighs new crisis center

A draft report by researchers from Case Western Reserve University's Begun Center for Violence Education, Prevention and Research has highlighted the impact of the existing Diversion Center in Cuyahoga County on the current crisis response system. The report found that while the Diverion Center has not fulfilled its original promise of diverting people from jail, it has served thousands of people since its opening in 2021 and significantly reduced later involvement with the criminal justice system. Since January 2022, the first full year, the center has logged over 7,000 crisis contacts involving roughly 3,600 unique individuals, most of whom were admitted for short-term stabilization and services. However, use of the center grew by roughly 50% between 2022 and 2024, and county data from 2025 marked slight increases again, despite half of them leaving against staff advice and before completing their treatment. The analysis found that roughly a third of clients returned for additional services.
