Senate Republicans have approved a budget measure that allows for funding for Immigration and Customs Enforcement and Border Patrol without any Democratic support. The budget has no legal impact but instructs committees to begin drafting a bill authorizing $70 billion in funds for the agencies. This could pave the way for House Republicans to pass a bipartisan bill approved by the Senate to fund the rest of the Department of Homeland Security, ending the record months-long shutdown.
