Cleveland Mayor Justin Bibb has proposed a plan to raise up to $9 million for repairs at the Cavaliers' and Guardians' stadiums, aiming to shift the burden away from the public to stadium users through added fees on parking, tickets, nachos, and branded T-shirts. The initial estimate is only a starting point, but this plan expands beyond the two stadiums to include nearby businesses, parking and property owners across a large swath of downtown. Records reveal that City Hall believes it can raise millions through 1%, 3% or 5% fees at publicly owned properties, starting with tickets, concessions and merchandise at Cavs games and other events at Public Auditorium.
