The city must address the underlying causes of rising premiums and find new sources of revenue. This includes addressing the epidemic of auto insurance fraud, which is driving premiums up by nearly 8%, or a difference of more than $300. The state Department of Financial Services data indicates that New York's no-fault system, designed to speed relief for the genuine victims of auto accidents, has been a breeding ground for abuse.
