California's Governor, Gavin Newsom, has announced plans to introduce a $250 million EV rebate in response to the Trump administration's relentless assault on electric cars. However, his January budget proposal did not include any new funding for heavy-duty vehicle incentives and local biking and walking infrastructure programs. The Clean Truck and Bus Voucher Incentive Project (HVIP), or HVIP, has been supported by a coalition of truckers, charging companies, and environmental organizations. The coalition is optimistic about securing a funding boost for HvIP and $75 million for truck chargers. Funding is based on a $300 million Cummins settlement that the state received after the manufacturer installed illegal devices in engines to cheat emissions tests. Biking and walking groups are also seeking $200 million for the state’s Active Transportation Program, which provides grants to local governments for safety improvements.
