The Trump administration is considering a rule that could reduce monthly federal benefits for disabled adults and indigent older people who live with family members. The proposal was first reported by ProPublica based on information from four federal officials, internal emails, and a federal regulatory listing. The Social Security Income program provides an average monthly payment of $737 to about 7.4 million people with severe disabilities and to indigent elderly people as of early 2026. The change would remove the Supplemental Nutrition Assistance Program (SNP) from the list of qualifying programs and require all household members to receive public assistance. The White House Office of Management and Budget reviews the proposal before publicizing it and accepting public comments.
