A Cleveland man, 18, was arrested after police found him in possession of a car involved in a fleeing and eluding incident outside a Chinese restaurant. The car was parked outside the restaurant and police placed a tire-deflation device behind it. The man had previously called an Uber and waited outside for the police to arrive. He did not have a valid driver's license.
