The increasing number of people are leaving high-tax states for social programs, companies, jobs, and families, according to experts. The 9.9% "millionaire's" income tax in Washington state has led to a decrease in income tax rates and led to higher tax rates in other high-cost states including California, Hawaii, New York, New Jersey, the District of Columbia, and the United States.
