California’s EV future runs through apartments

California's electric vehicle policy is facing challenges as it attempts to eliminate new gas cars from the market. While California is the most mature EV market in the US, adoption of the technology has stalled since a sales spike in 2023. The state's aging stock of apartments, townhomes, and other rentals lack the electrical systems needed to install vehicle chargers. State Sen. Dave Cortese is leading a bill, SB 1215, aimed at increasing the number of chargers available to tenants across the state. The bill would encourage electricity providers to build the necessary infrastructure and streamline the permitting process for such work. However, another bill introduced by Assemblymember Sharon Quirk-Silva could shift the state away from allowing new affordable housing to be EV‑charger-ready by 2025.
